Housing has sprinkler systems, but I don't believe they are in fenced in yards, never had a fenced in yard while living on CP. 

In a fenced in yard the backyard is all the residents responsibility. You have to water it and mow it yourself.

Once a lawn is established, it really doesn't need regular watering, unless conditions are unusually dry.

If a drought is declared, you can't water anyway.
