I live in Santa Margarita housing and there is a dog either on my street or across the road that is outside nonstop and barks continuously. It's getting to the point where I have just about had it. I know this is a pet friendly neighborhood but this plain rediculous. I have a dog and when he barks I'm quick to bring him back inside. I have see so many pets that just get left out all day everyday. It makes me so sad for the animals that people can claim to be good pet owners yet show then no affection. I'm thinking of calling housing on these people if I can only figure out the address. 

there is nothing that housing can do for u, the dog can be left outside for 24hours as long as they have food and water and shelter, there is nothing that housing or animal control can do, but since the dog is constantly barking once u find out the address u can call animal control and they will go to the house and have the owner get a complaint filed against them as a warning but that is all that will happen but if they find out that it does not have food and water in this heat and outside all day then the dog will either be removed from the home and the family fined! 

I would check to see if there is any local noise ordinance you can refer to. Most places have them. If you can figure out who it is (and they seem approachable) it might be better to just go knock on their door and let them know that you can hear their dog from a distance and it's bothersome. I'm sure other neighbors feel the same way you do. If you can't get it resolved by talking to them then escalate it to filing a report. 

Make sure you get the right address. I got a nasty note on my door when I lived in Santa margarita saying my dog barked all day every day however I never left my dog alone and had only had him for a week so I know it wasn't him.
Also I would try to talk to then first. Good luck
