Base has a scale house by 22 area
Also Moving and storage companys have scales at locations
I have a CAT SCALE LOCATER on my Iphone as Im a Lady Trucker who used to work 22 Area Base Motors good luck

It can be any certified scale. I used the one in Temecula at Merit Moving (right off Winchester) to weigh my empty, and then the one in Perris to weigh my full load since the one in Temecula was closed on that day. 

We used Dan's Feed in Temecula. $10 and their scales are accurate to the pound. 

There's one in Oceanside off the 76. That's the one we used but it might be kinda far for you 

We used Dan' s Feed also. We used them to weigh our empty and full loads. When we were there with our empty load we told the guy we were coming back to weigh our full load in a few days and he told us to just show him the paid receipt from our first weigh and we wouldn't have to pay for the second weigh. We had two vehicles weighed though.
