Could someone who recently pcsed break down the entitlements and what to do and not to do? Do they advance mileage, per diem etc? Dislocation allowance? How far in advance do we set up with tmo? Thanks in advance!

I was wondering the same thing, but were not PCSing. were EASing back to Texas.

For a PCS, you can advance any money you rate. You have to request the advance, it isn't automatic. We set up TMO a month and a half before we left.

For an EAS, the only thing I could tell you is that you don't rate DLA.

Okay, here is a quick down and dirty on PCS entitlements.

MBR-is active marine
Depn are spouse and or husband (just in case, you didn't know)

When you PCS from duty station to duty station you are able to pick your mode of transportation. You are reimbursed travel not to exceed government expense. So if you buy plane tickets and the government could have gotten them for $5 you are limited to that amt.

Most families choose to drive. The USMC will pay you for up to 2 vehicles. The MBR will receive .23 cents per mile and the spouse (if driving second POV) also gets .23 cents per mile. Milage is calculated with a DOD program, so it may be different then the actual mileage driven. Other depns in each vehicle rate .02 cents per mile (that may have changed) not to exceed 5 cents per vehicle. So if you have 5 people in one car you are only going to rate .23 plus 5 cents or .28 cents per mile.

You will also receive per diem for each day of travel. Travel days are determined as such, the first 400 miles is one day of travel, each additional 350 miles is another day of travel. So if you are PCSing from say NC to CA you will be entitled to 8 days of travel. The USMC will not pay you more than 8 days, but if you put on your travel claim that it only took you two days you will only be paid two days. Make sure you claim all your travel days.

Depns receive a percentage of the mbrs per diem rate I believe it's 75% for depn over 12 and 50% for depn under 12, but it could be 50 and 25. I don't remember.

You also receive Dislocation Allowance according to rank but you MUST move your depns to receive the entitlement.

The USMC does not pay you to go on leave. It will only pay you from duty station to duty staion. You can take leave, but don't expect to be reimbursed that extra cost.

My advice, only take an advance of what you need, if at all. I've seen way too many people receive a checkage because they took a travel advance and was over paid. If you must take an advance, I recommend only getting advance DLA, not travel. This way you will not be checked because as long as you move your family you are entitled to that money. If you need more of an advance, then take advance pay or BAH. You will have to pay it back over 12 months, but it's better than suddenly and unexpectingly owing the govt 2k. Trust me on this one.

If you are EASing you are entitled to travel costs as stated above from your duty station to your home of record or place of enlistment. So if you move somewhere other than that you are limited to what it would have cost the govt to send you there. If you are retiring you can go anywhere in the us. You are not limited (well, maybe limited to CONUS, it's been a long time since I've looked at that).

TMO is your household good shipment and is completely different from your travel claim. One goes to disbursing and one goes to TMO (I think they are DMO now). You HHG shipment you can set up WELL in advance. You actually want to do that as soon as you get orders. I know people that have done a DITY (Do it yourself move) but I have not found it worth the extra money (if any) that you receive. For one if I break my stuff it's too bad. If the govt breaks my stuff they have to pay me for it. And it's worth it to have them ship the stuff to your new duty station and you don't have to worry about storing it or anything. I've done the dity and the govt moves and I'll tell you I'll never do another dity move ever. I'd much rather watch them pack everything in my house, order a pizza for everyone and call it a day (we don't tip, we get them some lunch and provide beverages like water and gatorade). But if you do do a dity move you are entitled to storage at the govt expense. They pay up to a certain time period. but you have to pay up front and then get reimbursed.

If you have any more questions, just let me know. I'm a former Disburser, former admin civil service employee, and marine spouse. I've PCSed over five times and EASed once. And I was a travel clerk for PCS and TAD entitlements and even worked at TMO for a little while. I hope that wasn't too confusing. I used to give the seperations class to the Marines. My favorite line was: The govt pays you for what you actually did not to exceed the cost of a govt ticket. So if the govt can stuff you in an overhead compartment for a $1, you are limited to that amount. It sums it up nicely in a nutshell, although most mbrs chose to drive as the USMC won't ship a vehicle unless you are going OCONUS and what a headache that is!!!

oh, and I think the per diem rate for driving is up to $99/day, but it could be even more (or less) of that. Driving is a flat rate per diem per day regardless of where you are going and you won't be reimbursed for tolls or other road charges like you would for TAD because it's included in the per diem rate. If you fly the per diem rate depends on the location you are going to and can be affected by where you at midnight and other factors, so it's a little confusing. But like I said before most people if they are flying are taking govt transportation, or are flying to or from overseas. Hope that helped! and sorry it was so long, but it's a lot of information.
